For garnish (optional):
Add ice to cocktail glass or other glassware. Add orange sections. Muddle orange sections with a fork or a spoon so they release some of their juices. Add strawberries and orange juice. Insert popsicle (stick side up) into the glass. Top with seltzer water.
Garnish with a strawberry and orange slice—either place each on the rim of the glass or together on a toothpick. Serve.
